Please review the IDP for 2026/27. Kindly note that this document does not qualify as a legally compliant instrument for the intended purpose, due to the following reasons:

Under South African law—specifically the Municipal Systems Act (2000) and the Municipal Finance Management Act (MFMA)—municipalities are legally required to facilitate structured, inclusive, and transparent public participation in both the Integrated Development Plan (IDP) and Budget processes.

Below is a summary of the statutory requirements and an explanation of why a simple "walk-in" format fails to meet these legal standards:

🏛 Integrated Development Plan (IDP)

An IDP is a strategic document that guides municipal development over a five-year cycle. It must include:

•    Situational Analysis: Current socio-economic conditions, service delivery backlogs, and spatial development patterns.
•    Community Needs: Inputs from ward committees, public meetings, and stakeholder forums.
•    Strategic Objectives: Long-term goals aligned with national and provincial priorities (e.g. NDP, PGDS).
•    Sector Plans: Water, sanitation, housing, transport, LED, and environmental management.
•    Performance Indicators: Linked to the Service Delivery and Budget Implementation Plan (SDBIP).
•    Institutional Arrangements: Roles, responsibilities, and intergovernmental alignment.
•    Monitoring & Evaluation: Framework for tracking progress and adjusting strategies.

💰 Municipal Budget (MTREF)

The Medium-Term Revenue and Expenditure Framework (MTREF) spans three years and must include:

•    Operating Budget: Salaries, maintenance, and service delivery costs.
•    Capital Budget: Infrastructure projects, asset acquisition, and upgrades.
•    Revenue Projections: Property rates, service charges, grants (DORA), and other income.
•    Tariff Structures: Proposed changes and rationale.
•    Budget-Related Policies: Credit control, indigent support, supply chain management.
•    Public Participation Summary: Feedback from consultations and how it influenced allocations.
•    Alignment with IDP: All budget items must reflect IDP priorities.

🧭 What Makes a Meeting "Valid" or "Legal"?

✅ Proper public notice given (date, venue, agenda)
✅ Meeting held in an accessible location
✅ Opportunity for community members to engage and respond
✅ Feedback recorded and considered in final documents

Without a proper budget with Money flows - Community members cannot engage and respond.
